If you live in California, chances are you are paying the highest rates for
electricity in the entire nation. Under the former governor, Gray Davis, utility
prices began skyrocketing from the historically low and affordable 4¢
per kWh to the current 'structured' base rate of 12.6¢ per kWh; and if you are
like most electric utility consumers, you will use far more than the "allotted"
base rate and begin the slippery slope all the way up to as much as 25¢ per kWh
with an average effective cost of around 19¢ per kWh! But the utility
companies don't stop there. What is interesting and telling about electric utilities, is that the cost for generating a kWh is relatively standard, but even within any state, and especially from state to state, the consumer pays anywhere from 8¢ per kWh up to as much as 28¢ per kWh!! This is outrageous! The utility companies want to service you as completely as possible while they take your money (and lots of it); they want you to understand why you are paying such high costs, so they provide you with a sophisticated and detailed billing (as required by law) [a law the utility company lobbyists wrote] explanation. The detailed explanation is filled with detailed and explicit industry terminology and jargon understood by very few of the electric utility personnel, and when you call for an explanation, your customer service representative at the utility company leaves you even more confused than before you called! Here is a short list of some of the EXTRA charges you are paying in each and every utility bill:

Well, now that the utility company is required to tell you these charges are embedded into your rates, and now that they are broken out separately, NOW you can be charged MORE for these items than ever before!!! Power Content LabelHave you looked at the latest inclusion in your monthly bill? Its called the Power Content Label; sort of like the nutrition label on your packaged food. And it is even formatted similarly! What is it? Well, it tells you the various energy sources that your utility company gets it's power from. Here is an example of a PCL from SDG&E's February billing inserts:
